The population of China is around 1.4 billion people. China’s population density is 137 people per square kilometer, which makes it the second most densely populated country in the world. The lowest part of China is Tibet, which has an average altitude over 3 kilometers higher than its highest point, Mount Everest. China has significant human rights issues that are not discussed or publicized as much as other countries, partly because the regime suppresses dissent and also because Western journalists have limited access to the country. For instance, China’s one-child policy restricts couples to one child if their first child is a girl. The policy has drawn widespread criticism but has helped keep the country’s population growth under control. The country’s family planning policies have drawn criticism from human rights groups, who claim that they are coercive. China is set to become the most populated country in the world by 2020. Population density varies widely across China, with most of the population concentrated in coastal provinces and lowland areas. Some parts of the country are mountainous, making it more difficult for people to move there or live there permanently. Others are at or below sea level, which also makes them harder to access and live in. Some of the most densely populated areas are in the northeast, while some of the least densely populated regions are in the southwest. The population density of China's western provinces is on average approximately ten times less than that of the eastern provinces. The highest population density is found in Gansu, Xinjiang, and Ningxia. However, some cities such as Guiyang, Kashi and Qufu which are located at high altitudes have higher populations than Gansu or Xinjiang’s capital cities. In contrast, many counties in Sichuan province have a population density lower than that of Guangzhou. The population density in Hong Kong is 6,982/km², while the population density in Macau is 1,066/km². Both are among the world's most densely populated areas. Hong Kong has one of the highest population densities in the world (6,982/km²). The total surface area of Hong Kong is 1,104 km². So its population density is almost 7x10 people per km² (or 70 people per km²), which is still lower than certain cities in Japan. Macau also has one of the highest population densities in the world (1,066/km²), with its total surface area of 4,164 km². Its population density is still lower than certain cities in Japan. The following table contains China's population density by province and prefecture, according to 2010 Census data. More detailed information on provincial densities is shown in the following table. From 1950-2010, China's total fertility rate (TFR) declined from 6.7 children per woman to 1.5 according to 2010 estimates of National Bureau of Statistics (NBS).
